In the article it stated that this proclamation came about because of a bombing that killed an American and a British soldier. The money hold coming from a reassessment of the objectives of the conflict going on in Syria.

There has been some concerns about the withdrawal, such as there being little to no U.S presence which will leave a void. This void can call for a rising in another group like the Islamic State.
